A useful rule defines the behavior and provides examples instead of relying on a single vague sentence. State that players must not force actions, must allow reasonable response time, and must use available game mechanics. Add two or three common examples from police, criminal and medical scenes.
Do not publish an automatic punishment ladder as if it applies everywhere. Staff should consider context, evidence, prior warnings and whether a new player made a correctable mistake. A complete clip with the lead-up and aftermath is more useful than an isolated screenshot.
